Board Meetings

Attendance at Board meetings is encouraged. By attending meetings, you can learn about the accomplishments, needs, and concerns of the Warsaw Community Schools.

Board meetings are regularly scheduled on the fourth Monday of each month at 7:00 p.m. in the Board room at the CIMC (Central Instructional Materials Center) located at 1 Administration Drive, Warsaw, Indiana. The CIMC is adjacent to the Warsaw Community High School, on State Road 15 South. Any change in location for a meeting is posted and advertised prior to the meeting.

All meetings are open to the public, except executive (closed) sessions which are permitted by state law to discuss only specific topics such as personnel and legal issues. All board decisions are made in public (open) sessions.

Addressing the Board

If you wish to have an item placed on the board meeting agenda, the request must be made in writing and received in the Superintendent's office (located at the CIMC, 1 Administration Drive, P.O. Box 288, Warsaw, Indiana 46581-0288) no later than Monday of the week prior to the board meeting.

For those individuals needing hearing impaired services of an interpreter for the Board meeting, please call the CIMC (371-5098 ext. #2465) to make arrangements. These arrangements should be made one week in advance of the meeting.

The board meeting is not a forum; it is a deliberative body. Accordingly, it receives communications, both oral and written, as a medium of information. It does not debate the contents of such communications, but considers them in making decisions and in the establishment of policies.

During each board meeting, there are two opportunities for members of the community and staff to address the board. Generally speaking, the board will not make a decision about a request, orally made for a first time, at a board meeting. The issue will usually be referred to the administration for further study, and action will be delayed until a future board meeting.

You may address the board during the "Public Input" agenda time by responding to the board president's invitation to speak. You will be requested to identify yourself and to direct your comments or questions to the entire board. Remarks should be limited to two minutes.

Order of Business

The board follows a planned order of business in handling the large number of matters coming before it. To prepare for an informed discussion of proposals, board members receive much background information prior to the meeting and during the meeting. The normal order of business at regularly scheduled board meetings is:

Elected School Board

In 1990, the Warsaw Board of School Trustees passed a resolution to move the board from an appointed membership to an elected body. Below is the resolution which was passed:

Plan of Warsaw Community School Board of School Trustees Organization.

Resolution

The Board of School Trustees of Warsaw Community School Corporation, of Kosciusko County, Indiana, reviewed the Plan of School Board Organization for such Board of School Trustees and determined and found it would be in the best interest of said Warsaw Community School Corporation that such Plan ought to be amended and changed to provide for the election of the members of said Board of School Trustees and commencement of the term of office of such elected members as provided herein.

Public Law 315 of the Acts of the Indiana General Assembly of 1971, as amended, (I.C. 20-4-10.1-1 through20-4-10.1-19) provides that a Plan of School Board Organization may be changed in accordance with the procedures set forth therein. The Board of School Trustees of said Warsaw Community School Corporation did adopt by appropriate resolution on October 15, 1990, a Plan of School Board Organization of said Warsaw Community School Corporation and declared and resolved that such plan would be the Plan of the School Board Organization of the Board of School Trustees of said Warsaw Community School Corporation. That Plan of the School Board Organization of the Board of School Trustees was published in the Warsaw Times-Union on the 18th day of October, 1990, and was reviewed, approved, and certified by the Indiana State Board of Education on July 11, 1991, by appropriate resolution, and subsequent to the original adoption by appropriate resolution of the Board of School Trustees of Warsaw Community School Corporation on October 15, 1990, the census figures for the 1990 census were received and certified, and those census figures necessitated an amendment of a portion of the Plan of School Board Organization originally adopted by appropriate resolution on October 15, 1990.

The Warsaw Community School Corporation assured the Indiana State Board of Education it would amend the Plan of School Board Organization adopted on October 15, 1990, and would use the 1990 census figures in forming the seven (7) electoral districts found in the Plan.

The Plan of School Board Organization of the Board of School Trustees adopted by appropriate resolution on October15, 1990, was amended on August 12, 1991 as follows:

  1. The Board of School Trustees of said Warsaw Community School Corporation shall be composed of seven (7)members, and each member of said Board as it is now constituted shall continue as a member until his respective term of office expires.
  2. The Board of School Trustees of the Warsaw Community School Corporation shall be elected as follows:
    1. The members of the Board of School Trustees representing District 1 through District 7 shall be elected by the registered voters residing in each electoral district defined herein.
    2. The election of members of the Board of School Trustees shall be held at the time of the general election at which County Officials are elected.
  3. The terms of office of the members of said Board of School Trustees shall be on a staggered basis to insure continuity in the conduct of the business and affairs of said Board. There shall be one (1) member elected from District 3 in the general election held in November, 1992, for a term of four (4) years, such term of office to commence on January 1, 1993, and to expire and terminate on December 31, 1996.There shall be one (1) member elected from District 4 in the general election held in November 1992, for a term of office of three (3) years, such term of office to commence on January 1, 1994, and to expire and terminate on December31, 1996. There shall be one (1) member elected from District 6 in the general election held in November 1992, for a term of office of three (3) years, such term of office to commence on January 1, 1994, and to expire and terminate on December 31, 1996.

There shall be one (1) member elected from District 2 in the general election held in November 1994, for a term of four (4) years, such term of office to commence on January 1, 1995, and to expire and terminate on December 31, 1998. There shall be one (1) member elected from District 7 in the general election held in November 1994, for a term of office of four (4) years, such term of office to commence on January1,1995, and to terminate on December 31, 1998. There shall be one (1) member elected from District 1 in the general election held in November 1994, for a term of three (3) years, such term of office to commence on January 1, 1996,and to terminate on December 31, 1998. There shall be one (1) member elected from District 5 in the general election held in November 1994, for a term of three (3) years, such term of office to commence on January 1, 1996, and to terminate on December 31, 1998.

In each subsequent election all members elected to said Board of School Trustees shall be for a four (4) year term, such term to begin and commence on January 1st next following their election to said Board of School Trustees.

(4) For purposes of election to the Board of School Trustees, the said School Corporation shall be divided into seven (7) School Board member electoral districts, as follows:

  • District 1 Prairie Township, precinct1 and 2, Wayne Township, precincts 6, 7, and 9.
  • District 2 Plain Township, precincts 1, 2, and 3.
  • District 3 Plain Township, precinct 4, Wayne Township, precinct 5, City of Warsaw, ward 1, precinct 1, ward 5, precinct 1.
  • District 4 City of Warsaw, ward 1, precinct 2, ward 2,precinct 1, Wayne Township, precinct 1 and precinct 2.
  • District 5 City of Warsaw, ward 2, precinct 2, ward 3,precinct 1, Wayne Township, precinct 3, precinct 4, and precinct 10.
  • District 6 City of Warsaw, ward 3, precinct 2, ward 4,precinct 1, precinct 2 and precinct 3, ward 5, precinct 2 and precinct 3.
  • District 7 Wayne Township, precinct 8, Clay Township, precinct 1 and precinct 2; Lake Township, precinct 1 and precinct 2.

(5) The members of said Board of School Trustees shall be elected in conformance with the provision of I.C.1971, 20-4-1-26.2 (c) (6) as follows:

  • There shall be one (1) member from each of the seven (7)School Board member electoral districts set forth herein.
  • The election of members of the Board of School Trustees shall be a non-partisan ballot.
  • Filings for election to the Board of School Trustees shall be by petition method with each petition to bear the signatures of the candidate and at least ten (10) other registered voters residing within the boundaries of the Community School Corporation.
  • Vacancies occurring on the Board of School Trustees shall be filled by appointment, which appointment shall be by the majority vote of the remaining members of the Board of School Trustees. The appointed member shall serve the remainder of the unexpired term until his successor is elected to that office. If there is a tie vote or if such appointment is not made within thirty (30) days it shall be made by the Judge of the Circuit Court in accordance with present law.

(6) The limitations and qualifications of members of the Board of School Trustees are as follows:

  1. Residential Qualifications:
    • A registered voter and twenty-one (21) years of age.
    • A resident of the School Board member electoral district in which he/she resides within the Warsaw Community School Corporation for a minimum period of two (2) years immediately prior to taking office.
  2. Term of Office:
    • Each member of the Board of School Trustees shall be elected for a term of four (4) full years other than as set forth herein.
    • No member of the Board of School Trustees shall serve more than two (2) consecutive four (4)year terms as an elected member.
  3. No member of the Board of School Trustees shall be an employee of the school corporation. Any employee elected to serve as a member of the Board of School Trustees shall resign their employment with the school corporation the day following the election.
  4. No member of the Board of School Trustees shall hold any other public elective office.

(7) The Board of School Trustees shall organize itself at its first regular meeting in January of each year by electing the following officers:

  • A president
  • A vice-president
  • A secretary

The election of the afore said officers shall be in accordance with the laws of the State of Indiana as may be promulgated for such purpose from time to time.

(8) The Board of School Trustees of said Warsaw Community School Corporation shall have the rights, powers, duties, and liabilities vested in the governing body of a School Corporation under the laws of the State of Indiana.

(9) Each member of said Board of School Trustees shall receive such remuneration and compensation for serving on said Board of School Trustees as set by said Board annually, and within the limits provided by law.

(10) The Plan of School Board Organization set forth herein shall hereafter constitute and be the Plan of the Board of School Trustees of said Warsaw Community School Corporation, and all prior Plans are repealed upon the taking effect of this Resolution.

(11) This Resolution and the Plan set forth herein shall be in full force and effect from and after its passage and adoption.

Duly passed and adopted at a duly constituted meeting of the Board of School Trustees of Warsaw Community School Corporation on the 15th day of October, 1990; Amended in respect to district boundaries on the 12th day of August, 1991.

To Be a Candidate for School Board Election:

  1. Must be over 21.
  2. Must have resided in district they wish to represent for 2 years.
  3. Must be registered to vote in district.
  4. Must file petition of nomination with Clerk of Circuit Court. Petition must have 10 signatures (recommend 12).
  5. Must file pre and post campaign financial statements:
    • Contributions/Contributors
    • Expenditures
  6. Financial statements have separate timelines
